Rearranging Perks, Balance Changes, New Perks, Bug Fixes

New QoL Features / Polish

• Added ability to rearrange perks that you own. Click one to pick it up then move your mouse to rearrange them. Click again to release. Perks activate left to right.
• Added animations to the shop.

New Perks

• Added Golden Turd - Rare  Perk - no effect, costs $500.
• Added Inspirational Speech - Uncommon Perk - upgrades other relics in the shop to one higher rarity.
• Added Silver Hatching Egg - Uncommon Perk - after an hour passes, upgrades itself to a random rare perk.

Perk Changes / Balancing

• Changed Anchor to "Corner Office" and made it uncommon. This was a reference to Luck be a Landlord, but Corner Office is such a good office-y name I couldn't help but change it.
• Changed Appraise Perks to Shy Perks (Uncommon - When an eye opens, all perks gain 1 value if the eye is adjacent to NO face down enemies). Appraise Perks was a little boring so I decided to make it a bit more interesting. It turned out the information it gives you is quite valuable so it had to be made Uncommon for balance.
• Buffed Money Collector to give $$$$ instead of $$. 

Bug Fixes

• Fixed Corner Office and Top bug where they would activate face down cards too (thanks to idontwantnumbersinmyname123 on the discord for the bug report!).
• Fixed bugs with Sales Pitch and Always Be Closing where they would trigger on any purchase instead of just their own.
• Fixed bug with Holy Pillar where it gave way more value than it was supposed to (thanks to EXDF_ for pointing this out in the comments!).
